LOS CORTIJOS, Spain — A government program in Spain is training African immigrants as pastoralists to address rural depopulation and job shortages. Osam Abdulmumen, a 25-year-old Sudanese migrant, is among those learning the trade. She herds sheep and goats in Castilla-La Mancha, a region known for its sheep’s milk cheese.
